Charity Gambling Laws and Regulation
Charitable gambling is controlled and administrated by
the seven-member Lawful Gambling Control Board. Now a days
Charitable gambling regulation, licensing, taxation,
auditing, and enforcement now is divided among three state
agencies .the Gambling Control Board, the Alcohol and
Gambling Enforcement division of the Department of Public
Safety, and the Department of Revenue. It also comes under
the jurisdiction of a fourth agency, the Attorney
General’s Office.
It licenses organizations and gambling managers and
makes rules for the conduct of gambling. It also regulates
bingo halls and the distributors and manufacturers of
gambling equipment. In the early days charitable gambling
was illegal in all sectors including all lotteries, bingo
and other related games. In the year 1945 bingo was
legalized only for public as charity gambling purpose but
for casino and other purpose it was not freely activated.
It was prohibited in all gambling sectors till 1945. It is
also discovered that local government in the US gave
special power to eradicate the illegal gambling. It is
also found that criminals were more interested in playing
Bingo. In 1989
Department of Public Safety created Gambling Enforcement
Division and it merged with Liquor Control Division in
1996. This enforcement division has the responsibility of
enforcing rules and laws of the charitable gambling and
other legal and illegal gambling. Some of the division’s
employees are entitled of power of arrest. The division is
empowered to inspect all premises where gambling is
conducted, and to audit the books and records of any
licensed organization
Some rules & regulation which are to be maintained
strictly
- Gambling must be supervised by a gambling manager
appointed by the organization or several responsible
people.
- Players must be at least 18 years old.
- It is strictly maintained that Players cant use checks
or play on credit card (except checks or for raffle
tickets)
- Odds and house rules must be posted on the premises
very carefully
- Gambling workers must be registered with the board and
may not gamble on days they are working it is highly
maintained.
Prize Limits in the Charitable Gambling
Prize limits are mentioned below
- Bingo, $200 per game and $2,500 for most bingo occasions
- Single pull-tab, $599
- Raffles, maximum cash prize per day, $12,000
- Single paddlewheel prize, $70
- Largest tip board prize, $500
